According to Onet.eu and Merchants Quay Ireland (organisation helping drug addicted and homeless people), number of homeless emigrants from Poland, Lithuania and Latvia is growing rapidly in Dublin. In my opinion the myth of Ireland as a “Promised Land” is still valid, so many people come to Ireland completely unprepared and without money. Having 200 or 300 Euro, without return ticket to Poland, without booked hostel, poor English language, must result in rapid loose of money for B&B, food and attempts to find a job. After couple of weeks some of the new emigrants are broke and end up on the street.
Meanwhile, Onet.eu, according to Agency for Fundamental Rights, mentioned about growing racism tendencies in Western Europe and Ireland. The number of racist attacks in the EU has increased by 20% since year 2000. The highest rise of racial attacks took place in Denmark (by 70%), France (by 62%), Great Britain (by 15%).
The country with the one of the lowest increase of the racist tendencies was Germany (only 2%).

What you are seeing is the early stages of an economic recession in Ireland (and Europe) as the prime driver that is excess borrowing to fund construction i.e. a property bubble comes to an end begins to reverse.
Expect these reports to increase in frequency, as both immigrant and native populations in Ireland compete for scarce jobs.
